Business Approval Kit vs. Power Automate: Which is the better fit for approvals

Business Approval Kit (BAK) is a Microsoft Power Platform solution designed to simplify and standardize approval management across business applications. It provides built-in capabilities such as approval routing, delegation, reminders, escalations, tracking, and governance controls, helping organizations create more scalable and maintainable approval processes without relying heavily on custom development.

Many organizations begin their approval journey with Power Automate approvals. They are quick to implement, effective for straightforward processes, and often the default choice within the Microsoft Power Platform ecosystem. However, as approval processes become more complex, maintaining flexibility, governance, and scalability becomes increasingly difficult.

At that stage, the question is no longer, “Can we build this with Power Automate approvals?” The real question becomes, “Can this approach continue to support the business as requirements evolve, stakeholders increase, and approval structures become more complex over time?”

We encountered this challenge during a large-scale Dynamics 365 workflow automation implementation for an automotive organization. Across Dynamics 365 Customer Service and Customer Insights, approval requirements extended far beyond a single workflow. Cases, campaigns, and campaign activities each required their own Dynamics 365 approvals, routing rules, approval hierarchies, and governance controls.

What initially appeared to be a standard approval process automation requirement quickly evolved into a broader need for scalable and configurable enterprise approval workflows. The organization needed a solution that could adapt to changing business requirements without creating long-term maintenance challenges or increasing dependency on development teams.

This is where our approach shifted. Rather than continuing to build and maintain increasingly complex custom workflows, we adopted Business Approval Kit as the foundation of the solution- extending it where necessary to deliver the flexibility, governance, and scalability required for an enterprise environment.

The real business challenge 

The approval requirements were simple on the surface, but quickly became complex once we started mapping them to real business operations.

Across Customer Service and Customer Insights, the organization needed structured enterprise approval workflows for:

  • Case-based financial or compensation scenarios (such as CX fund approvals – a type of case)
  • Campaign approvals
  • Campaign activity approvals

However, these workflows were far from static.

The business wanted approval processes that could evolve without development dependency. Specifically, they needed the ability to:

  • Add or remove approval stages as business rules change
  • Modify approver assignments dynamically
  • Introduce new approval steps without redeploying solutions
  • Control approval routing based on business context
  • Maintain different approval paths for different scenarios

This introduced a critical requirement: approvals needed to be configuration-driven rather than hardcoded.

Beyond simple approvals 

Standard Power Automate approvals are well-suited for straightforward scenarios, where a request is sent, an approver responds, and the process continues.

But in this case, the approval process itself had additional behavioral requirements:

  • Multiple approval responses beyond approve and reject
  • Business-specific actions such as return for correction and escalation
  • Conditional routing based on approval decisions
  • Structured handling of exceptions and resubmissions

In other words, the approval process was not linear. It behaved more like a decision-driven workflow engine.

Governance requirements that changed the approach 

As discussions progressed with business stakeholders, additional governance requirements emerged that significantly influenced the solution design:

  • The solution needed to send approval reminders after configurable delays
  • The system needed to trigger escalations when approvals exceeded defined timeframes.
  • Time calculations needed to respect working days and public holidays
  • Approvals had to support delegation scenarios
  • Auditability of each approval action was mandatory

These requirements introduced a level of complexity that would require extensive custom logic if built using standard Power Automate approvals alone.

More importantly, these requirements were expected to evolve over time. They were expected to change over time as business policies evolved.

Business outcomes

By implementing the Business Approval Kit as part of its broader Dynamics 365 workflow automation strategy, the organization moved beyond traditional approval management and established a more scalable approach to approval process automation.

Rather than maintaining multiple hardcoded workflows, business teams gained the ability to manage and adapt Dynamics 365 approvals through a configuration-driven model. This reduced the need for ongoing development effort, simplified workflow maintenance, and made it easier to respond to evolving business requirements without extensive changes to the solution.

The solution also strengthened governance across enterprise approval workflows by introducing greater consistency, visibility, and control over approval processes. Features such as configurable routing, reminders, escalations, and delegation helped create a more reliable approval experience while reducing operational complexity.

Most importantly, by leveraging Business Approval Kit and Microsoft Power Platform approvals, the organization established a sustainable foundation for future growth, enabling teams to scale approval processes more efficiently while maintaining business ownership and operational agility.

Why Power Automate alone was not enough 

While Power Automate approvals could technically support these scenarios, the implementation effort would have been significant.

Each enhancement would require:

  • Additional flow logic
  • Custom scheduling for reminders and escalations
  • Separate handling for different business processes
  • Repeated implementation of similar patterns across multiple flows

Over time, this approach can lead to fragmented logic spread across multiple workflows, making the solution harder to maintain and evolve.

The key limitation was not capability; it was long-term scalability and maintainability.

We needed a model where approval logic could be reused, extended, and governed consistently across multiple business scenarios.

Why the Business Approval Kit fits the requirement 

Business Approval Kit provided a structured foundation that aligned well with the enterprise nature of the requirements.

Instead of building approval infrastructure from scratch, we were able to leverage an existing framework that already supported:

  • Multi-stage approval structures
  • Standardized approval processing patterns
  • Built-in handling for reminders, escalations, and time-based processing
  • Integration with Teams and Outlook for approval notifications

This allowed us to focus on business-specific requirements rather than reinventing the approval engine.

However, real value came from extensibility.

We were able to build on top of the framework and introduce custom logic where needed, especially around decision handling, escalation behavior, and business-specific routing rules.

Key customization: Making approvals truly business-driven

One of the most important aspects of the implementation was ensuring that approval behavior could be controlled by business users rather than developers.

To achieve this, we introduced a custom configuration layer that allowed business teams to define:

  • Approval steps and sequencing
  • Approver assignments based on business conditions
  • Approval actions and their outcomes
  • Routing rules for different scenarios

This enabled a configuration-driven approval model, in which changes to approval logic did not always require code changes.

The real value of this approach

Looking back, the most important outcome was not just the implementation of approvals but the shift in ownership.

Instead of treating approvals as static workflows owned by development teams, they became configurable business capabilities.

This provided:

  • Faster adaptation to changing business requirements
  • Reduced dependency on development cycles
  • More consistent approval behavior across processes
  • Better alignment between business policy and system execution

Conclusion

Traditional Power Automate approvals remain a practical solution for many organizations, particularly when approval requirements are straightforward and unlikely to change. However, as businesses scale, approval processes often become more complex, requiring greater flexibility, governance, and long-term maintainability.

In this implementation, the objective extended beyond simple approval process automation. The focus was on creating a structured, scalable framework for Dynamics 365 approvals to support evolving business requirements across Dynamics 365 Customer Service and Customer Insights. By leveraging the Business Approval Kit alongside a business-driven configuration model, the organization streamlined enterprise approval workflows, reduced operational complexity, and improved governance without relying on extensive custom development.

For organizations managing complex approval processes across Dynamics 365, the challenge is rarely whether approvals can be built. The real challenge is building them in a way that remains scalable, governable, and adaptable as business requirements evolve. A well-designed approach to Dynamics 365 workflow automation not only improves efficiency today but also creates a foundation for future growth and change.
